I believe the United States could be the last empire, for when new
American leadership emerges, unconstrained by the demands for the vengeance
September 11 compelled, and working with a well informed world public and a
strong and vibrant European Union, all parties could build the integrating
institutions necessary for the effective management of the global system.
American power could then naturally be superseded by democratically constituted
global mechanisms that could preclude the emergence of any further national
empires. Informed by the light by which it was founded, American power could
be used to actually end history as we have known it by making obsolete the need
